It is to promote energy saving at client side, focus on large-scale enterprise groups and important energy utilization enterprises, and provide energy saving service and electric energy quality management integrated solutions for clients.
It is to promote the implement of power distribution network energy saving projects, and popularize and implement integrated energy saving improvement at the whole network step by step.
It is to invest and operate central cooling and heating (hot water) projects of new buildings.
It is to conduct energy saving improvement and investment running in fields of public lighting, public buildings and infrastructure of urban areas, promote energy saving lighting brands, and push energy saving lighting improvement for substations at the whole network step by step.    

3. Integrated Utilization of Energy
It is to develop integrated utilization projects of natural gas distributed energy, biomass power generation and residual heat and gas utilization, and establish a integrated energy supply system focusing on electricity.
It is to establish a multi-energy complementary system of “grid electricity + natural gas distributed energy, biomass power generation, cooling & heating &power supply” at large-scale industrial and commercial enterprises, new industrial parks (business) and large-scale public facilities, and to satisfy terminal users’ demands for electricity, heat, cooling and gas.
It is to strengthen the market development and project layout of cooling & heating &power supply and natural gas distributed energy, establish distributed energy project libraries at each province, city and county, control and develop the libraries with centralized management method, and provide clients comprehensive solutions of capacity-increase.

4. Electric Energy Alternative
It is to give great impetus to electric energy alternatives, increase the ratio of electric energy at energy consumption terminal, and push re-electrification and energy efficiency at client side.
It is to promote electric transportation, electric ship (such as river ferry and river transportation), high-power electromagnetic kitchen and port shore power, push electric energy alternative and improvement in fields of large-scale energy storage, water and heat supply and industrial, mining and food enterprises, reduce energy cost of clients, and optimize client experience of energy utilization, through high-efficiency energy consumption technologies of electric boilers, special charging stations, residual heat recovery and green lighting.
It is to vigorously promote transportation system electrification, integrate and establish electric car industry platform at the whole network, and build an industry related to electric car charging equipment.
It is to push the engineering construction of port shore power projects and strive for whole coverage of shore power in 5 provinces of south China.

5. Energy Storage
It is to develop and lead the energy storage markets of power grid, power supply and terminal user, and progress to be an energy storage system integration service provider.
It is to enter the energy storage market at regions with large price difference of peak and valley electricity (i.e. large-scale industrial enterprises and commercial complex at pearl river delta), through project investments.
It is to proactively develop energy storage stations at power grid side, conduct a series of 100MW energy storage station demonstration projects, resolve the problems of grid connection of centralized renewable energy, peak load, frequency and voltage regulation of power grid and black start, and improve energy utilization efficiency and power grid overall asset utilization ratio. 

6. Key Scientific and Technical Equipment
It is to establish an intelligent grid scientific and technical equipment development platform, through concentrating on the advanced technologies of national and international intelligent grid, quick-response electric boiler, low-temperature heating, phase change heat accumulation and electricity (cooling) storage system integration.
It is to speed up the research and development of key intelligent grid technology and equipment with self-owned intellectual property (intelligent electric boiler, energy storage device, metering device, charging pile, intelligent chip and intelligent power distribution device) through relying on research and development institution and large-scale manufacturing enterprises in China, and participate in the competition of the high-end energy science and technology equipment market. 

7. Integrated Energy Innovative Service
It is to develop a new integrated energy service product, taking intelligent energy utilization, big data, internet of things and intelligent home as the core.
It is to predict macro economy trend and industry development through researching client energy consumption by big data, and provide clients effective decision support for their operation development and energy transaction.
It is to cultivate and develop an integrated project of comprehensive energy and industrial waste disposal for economic development zone, and provide a one-stop energy service innovative solution for intelligent residential community and intelligent home. 

8. “Internet Plus” Service
Aiming at demands for electricity, gas and heat, it is to establish a unified industrial internet platform, carry out “internet + e-commerce, electricity purchasing and selling, carbon trading, photovoltaic energy, energy saving transformation, energy saving sharing, energy efficiency management and demand side response” online integrated energy service, establish another “Alibaba” brand of energy field, and provide clients services of intelligent control, demand response, trading prediction and data mining, through integrating various internet platforms, and taking the real-time data of source network accumulator as a link.
